On September 3, 2015, a groundbreaking ceremony was held in Springfield, Massachusetts, to mark the commencement of the construction of the first rolling stock manufacturing base of China Railway Rolling Stock Corporation (or CRRC Corporation for short) to be built in the United States. Sinochem International Tendering Co., Ltd. (or Sinochem Tendering for short), an affiliate of Sinochem Group, was invited to take part in the ceremony as a proxy authorized to make purchases on CRRC Corporation's behalf and as a consulting service provider advising on commercial affairs.
Not only is this CRRC Corporation's first attempt to make investment and build a production facility in any developed country, but it represents the first time the high-end sector of China's rolling stock manufacturing industry has been subjected to the most stringent standards in an international collaboration project. The industry is transforming itself from the simple mode of operation that revolves around the manufacture of products into a more sophisticated one that features a combination of products, technology, capital, management, and services.
In October 2014, China CNR Corporation Limited (or China CNR for short) won a contract for the supply of 284 subway cars for the Massachusetts Bay Transportation Authority's Red and Orange lines, which is worth 566.6 million dollars; the delivery of new cars will begin from 2018 until 2023. In the effort by China CNR to win the contract, Sinochem Tendering provided a full range of consulting services, including expert advice on purchase-related affairs, comparing products and making decisions about potential purchases on behalf of China CNR, and negotiating purchase contracts. In August 2015, entrusted by CRRC USA Rail Corp., an affiliate of CRRC Corporation, Sinochem Tendering started talks toward the purchase of the first batch of equipment.
